CDBG Home Repair Programs
Low- to moderate-income (LMI) Commerce City homeowners may be eligible for one or more Home Repair Programs (HRPs), as part of the city’s Community Development Block Grant (CDBG) program.
In total, there are two HRPs available for LMI residents, paid for by CDBG funding:
- Minor Home Repair Program (MHRP) – minor home repairs
- Paint-A-Thon Program (PAT) – exterior painting for seniors and disabled homeowners
Residents may apply for more than one program.

Eligibility Requirements
For all three programs listed above, the applicant(s) must meet the criteria listed below and provide the requested documentation listed on the last two pages in the HRPs application.
- Your home must be located within the City of Commerce City boundaries.
- The property must be a single-family residence - manufactured homes are also eligible.
- You must be a legal U.S. resident.
- You must be current on your mortgage payments or have paid off your mortgage.
- You must be current on your mortgage insurance.
- You must be current on your utility bill.
- The property must not be for sale.
- Workers must be able to safely access all areas of the home as such the home must be clear of clutter and debris, including bugs, pests, rodents, and waste.
- Based on the number of people living in your home, the total annual household income cannot exceed:

In addition to the general criteria listed above, each program has specific requirement listed below:
Minor Home Repair Program (MHRP):
- You must have homeowner’s insurance. If your home is located in a 100-year floodplain, proof of flood insurance is required
- You must have clear title to the real property and land.
- All taxes must be paid in full.
- You must own and have lived in your home a minimum of two years.
Paint-A-Thon Program (PAT):
- The homeowner must be 60 years of age or older and/or physically disabled.
- You cannot physically paint your home.
- You cannot afford to hire a painting contractor.
- Your home is in significant need of exterior painting.
- Your home must be no more than 1½ stories high (less than 20 feet).
- You have no intent to sell your home or move for at least two years.

Brothers Redevelopment Inc. - Minor Home Repair Program (MHRP)
Brothers Redevelopment, a non-profit organization, has served cities, counties, and individuals with home repairs and modifications since 1971. It is the goal of Brothers Redevelopment and their Home Maintenance and Repair (HMR) department to provide timely, high-quality home repair, accessibility, and home safety rehabilitation for all clients within their communities. They strive for professional and compassionate service. They are licensed and insured. All HMR field staff are RRP certified for LeadBased Paint Containment and First Aid/CPR. They provide a one-year warranty on all projects covering incorrect installation or poor material quality1.

Arapahoe County Weatherization (AC WX)
Arapahoe County Weatherization has been providing energy conservation and health and safety measures to households since the late 1970s. AC WX employees possess over 230 years of combined experience with the Weatherization Assistance Program. Management and supervisors have over 100 years combined Weatherization Assistance Program experience. AC WX’s mission is to provide eligible income -e households with quality energy conservation services, in a safe and cost-effective manner. All materials used in providing WX services are covered by manufacturers' warranties only.

Brothers Redevelopment Inc. - Paint-a-Thon Program (PAT) -
Brothers Redevelopment has assisted the elderly and disabled residents in the Denver Metro area for over 40 years with PAT. They have painted the exterior of over 7,400 homes, utilizing more than 133,000 volunteers. Because it is a volunteer-based program, their work does not come with guarantees or warranties. However, trained staff are present at each event and training is provided for the volunteers. The PAT also has the same service provider qualifications as the HMR program described above.
