Voter-Approved Five-Year Program
Five Projects. Five Years. One Penny.
In 2013, Commerce City voters approved a 1-percent sales and use tax increase for the construction, operations, and maintenance of new parks, recreation and road projects. The ballot measure was a result of a two-year, community-driven process to identify how to implement programs and services that address growing population needs, achieve vision, and build a better Commerce City.
The ballot measure identified five specific projects that would be delivered to residents by Jan. 1, 2019:
Three new neighborhood parks
New outdoor leisure pool
- Paradice Island at Pioneer Park: Completed July 10, 2015
New recreation center (Bison Ridge Recreation Center)
Additions to the existing recreation center (Eagle Pointe Recreation Center)
Widening of Tower Road
The city delivered these voter-approved projects on schedule and within budget, with the following goals in mind:
- Build high quality facilities to lower their long-term maintenance costs
- Spend taxpayer dollars wisely and transparently
- Complete projects on time
Program Resources

Some projects span multiple years, while others are completed within a single year. For example, Paradise Island Pool was completed in 2015, and Tower Road Expansion’s actual substantial completion extended into 2018.
