Resident Survey
The National Community Survey™ (The NCS™) report is about the “livability” of Commerce City. The phrase “livable community” is used here to evoke a place that is not simply habitable, but that is desirable. It is not only where people do live, but where they want to live. Great communities are partnerships of the government, private sector, community-based organizations and residents, all geographically connected.
Commerce City participates in the NCS every other year to capture residents’ opinions within the three pillars of a community (Community Characteristics, Governance and Participation) across eight central facets of community (Safety, Mobility, Natural Environment, Built Environment, Economy, Recreation and Wellness, Education and Enrichment and Community Engagement). Commerce City partners with Polco, a leader in the field of civic engagement and surveying, to issue the National Community Survey.
The National Community Survey (The NCS):
- Is endorsed by the International City/County Management Association (ICMA)
- Is used by more than 500 local government agencies around the country
- Offers benchmark database comparisons to other communities
- Uses a questionnaire developed by survey researchers and local government experts
- Is designed to provide comprehensive feedback about the community’s quality of life and quality of local government services
- Allows Commerce City to track historical trends across 10 key facets of livability and hundreds of individual questions
2025 Resident Survey
Commerce City's 2025 community survey process is currently underway!
Surveys were mailed in early October to approximately 3,000 residents selected at random, but equally distributed by ward boundaries across the city. Recipients will have six weeks to complete and return the survey. The survey then becomes available for open participation on Oct. 27, with data collection closing Nov. 10. Survey results will be compiled in a report by Polco and shared with the community upon completion.
2025 NCS Timeline
- Sept. 29 - Data collection begins (mailings to randomly selected resident sample)
- Oct. 27 - Open participation begins (all residents able to respond onlien)

- December - Report available from Polco

2023 Resident Survey
In 2023, the Resident Survey was conducted with a significant contribution from the polling consultant, Polco. The city revisited its participation in the National Community Survey (NCS), a project it had previously engaged in from 2017 to 2019. The NCS questionnaire was designed to capture a comprehensive view of residents' perspectives on community livability. Utilizing the quantitative data gathered from the NCS, the staff planned to initiate further qualitative conversations with residents and community members to delve deeper into their views and concerns.
During a presentation to the City Council, Polco highlighted the key findings from the 2023 Annual Resident Survey. This presentation was a crucial step in sharing the insights gathered from the community, laying the groundwork for informed decision-making and strategic planning by the city officials. The data presented by Polco not only showcased the residents' perceptions but also underscored the importance of community feedback in shaping the city's policies and initiatives for better livability.

To ensure a wide and representative sample, approximately 3,000 residents were selected at random, with a careful distribution across ward boundaries, to participate in the survey. They were given six weeks to complete and return the survey, with the process opening up to the general public four weeks after the initial phase. The outreach for participation began in mid-November, with residents receiving mailed postcards and letters inviting them to partake in the survey, a process that continued into December.
