Business Grant Funding
The purpose of the Commerce City Small Business Support and Recovery Grant Program is to provide funding to small businesses that are experiencing a financial hardship due to the COVID-19 pandemic. Through this funding opportunity provided by the City of Commerce City, eligible businesses may receive a grant of up to $5,000.
This COVID-19 Small Business Support and Recovery Grant Program is part of the $1.05 million C3 Community Assistance Program (CAP) authorized by City Council on April 20, 2020, and is intended to provide one-time, emergency bridge financing for qualified businesses in the city until they can secure other funding sources through personal loans and federal relief programs.
In an effort to ensure broad participation, there will be two rounds of business grant funding. Commerce City grant funds are to be used by qualifying businesses to satisfy current business operating costs. By applying, each applicant agrees to use grant funds only for legitimate expenses directly related to the applicant’s business activities, including rent/mortgage, payroll, insurance, utilities or other monthly business expenses that comply with all federal, state and local laws.
Each round of business grant funding will be capped at $200,000. Qualifying businesses are eligible to receive up to $5,000 during each round.
To qualify for this grant, the business must meet all of the following criteria:
- Must have a physical Commerce City storefront business that started operations on or before March 12, 2020.
- Must be a for-profit, independently-owned local business, and is temporarily closed or experiencing dramatically limited operations due to COVID-19 Public Health Orders.
- Have no more than 50 full-time equivalent (FTE) positions.
- Must have an active Commerce City business license. The fee for a general business license is $20.
- Be in good standing with the City of Commerce City for any permits, licenses, and taxes as of March 1, 2020.
- Business consistently follows all local, state, and federal laws and regulations and operates in a neighborly manner.
- Businesses with more than one physical location in the City of Commerce City may apply for the grant program for one location only. For purposes of estimating FTE’s, the FTE count shall be based only on the specific location applying for the grant.
- Corporately-owned national chains may not apply for the grant program. However, individually owned franchise operators are eligible.
- A W-9 is requested.
Limited funds are available for this program, applications will be reviewed competitively, based on the eligibility criteria listed above and a weighted scoring matrix, which includes: demonstrated financial need directly resulting from circumstances related to the COVID-19 pandemic, community longevity, and total employment. Locally-owned restaurants and bars are encouraged to apply and may receive priority consideration. Applicants are encouraged to include support materials in their submittal that helps document the hardship described in the application, such as proof of payroll amounts before and after the pandemic, lease agreements, mortgage coupons, utility bills, or financial statements.
If a business receives a grant during the first round of funding, this does not prohibit the business from applying for a second grant during the second round of grant funding. However, businesses are not guaranteed to receive the same amount of funding during the first and second rounds. (Note: Any existing grantee who reapplies for a second grant is encouraged to share information in the application that details how the previous funds were used and why a second grant is necessary for business). Application Deadline and Submission Information
The application deadline for the second round of funding is Monday, June 8, 2020 at 5 p.m. Late submissions will not be accepted. Only complete applications will be accepted and all submissions will become the property of the City of Commerce City.
The application may be submitted electronically below or dropped off at the Commerce City Civic Center the final day of the deadline only. Currently, the civic center is closed to the public; please make arrangements for a drop-off delivery on June 8 by emailing RedefiningCommerce@c3gov.com. Drop-offs must occur by the 5 p.m. deadline.There will be no exceptions.

Awards, Disbursement of Funds, and Reporting
Applications will be reviewed by members of a multi-department task force. Reviewers will determine eligibility, grant awards, and amounts. Once funding decisions are made, selected applicants will receive a Grant Award Notification via email the week of June 15 and will be bound by all terms and conditions of receiving the grant as detailed in the Eligibility Guidelines, Application, and the Grant Award Notification.
The City of Commerce City reserves the right to offer awards different from the specified amount requested. Funds will be sent via mail directly to the business' official address, unless noted otherwise in the application. Within 30-days following the expenditure of the funds, all award recepients must provide a short report explaining how the funds were used and the impact they made. A report template will be provided at the time of Grant Award Notification.
