CDBG Home Repair Programs

Due to the COVID-19 pandemic, the Minor Home Repair Program is only focusing on completing outdoor projects at this time and the AC Weatherization Program is functioning on a limited capacity. The Paint-a-Thon program is expected to complete projects on an extended schedule while following social distancing requirements.  

Low-to-moderate-income (LMI) Commerce City homeowners may be eligible for one or more Home Repair Programs (HRPs), as part of the city’s Community Development Block Grant (CDBG) program.

In total, there are three HRPs available for LMI residents, paid for by CDBG funding:

  • Minor Home Repair Program – minor home repairs (not to exceed $7,500 per household)
  • Weatherization Program –furnace and hot water heater improvements 
  • Paint-a-Thon Program – exterior painting for seniors and disabled homeowners

Eligibility Requirements

Each program has specific eligibility requirements; however, the general requirements for all three programs include:

  • Your home must be located within the City of Commerce City boundaries.
  • The property must be a single-family residence; manufactured homes are also eligible.
  • You must be a legal U.S. resident.
  • You must be current on your mortgage payments or have paid off your mortgage.
  • The property must not be for sale.
  • Workers must be able to safely access all areas of the home as such the home must be clear of clutter and debris, including bugs, pests, rodents, urine, and waste.
  • Based on the number of people living in your home, the total annual household income cannot exceed:

Specific Program Eligibility Requirements

Minor Home Repair Program (MHRP):

  • You must own and have lived in your home a minimum of two years.
  • You must have homeowner’s insurance. If your home is located in a 100-year floodplain, proof of flood insurance is required.
  • You must have clear title to the real property and land.
  • All taxes must be paid in full.

AC Weatherization (AC WX) Program:

  • You must have clear title to the real property and land.
  • The property must not have any major structural issues, i.e. roof leaks, plumbing/sewer leaks, missing drywall, etc.
  • Your home cannot have received AC WX weatherization assistance in the past 10 years.

Paint-A-Thon Program (PAT):

  • The homeowner must be 60 years of age or older and/or physically disabled.
  • You cannot physically paint your home.
  • You cannot afford to hire a painting contractor.
  • Your home is in significant need of exterior painting.
  • Your home must be no more than 1½ stories high (less than 20 feet).
  • You have no intent to sell your home or move for a least two years.
