MINUTES REGULAR MEETING OF COMMERCE CITY COUNCIL August 4, 2008
CALL TO ORDER

Proclamation – Employee Appreciation Month
City Council proclaimed August 2008 as Employee Appreciation Month in Commerce City and recognized employees for their years of service with the City. Council members McEldowney and Teter moved and seconded to accept the proclamation declaring August 2008 as Employee Appreciation Month. VOICE VOTE: Unanimous; all present affirmed
APPROVAL OF MINUTES
Council members McEldowney and Jaquith moved and seconded allowing Councilman Johnson to abstain from voting on the minutes of the study session of June 23, 2008, and Councilwoman Teter to abstain from voting on the minutes of the study session of July 14, 2008, because of their excused absences. VOICE VOTE: 7 aye, 2 abstain (Johnson, Teter) Council members Teter and Snyder moved and seconded approving the minutes of the study session of June 23, 2008. VOICE VOTE: 8 aye, 1 abstain (Johnson)
Council members Jaquith and McEldowney moved and seconded approving the minutes of the study session of July 14, 2008. VOICE VOTE: 8 aye, 1 abstain (Teter)
Council members Johnson and McEldowney moved and seconded approving the minutes of the regular meeting of July 21, 2008. VOICE VOTE: Unanimous; all present affirmed
CITIZEN COMMUNICATION
Robert Romine, 6760 E. 74th Ave., thanked City employees for their work in Commerce City. Bradley Johnson, no address given, expressed disappointment that Commerce City Citizens for Recycling was not notified of the study session where the city’s trash service was discussed. Christine Garcia, 6591 E. 65th Pl., asked Council to consider an ordinance that would regulate vicious animals in general and not just pit bulls and that would require licensing all dogs. Rene Bullock, 6130 Ivanhoe St., said any proposed baseball stadium and ice rink up north should be covered by all citizens of the City and not just the GID. Gene Leffel, 6530 Brighton Blvd., said there would be a Derby Business Association meeting August 5, 2008, and there will be a Derby Spruce Up Week later on in the month.
CONSENT AGENDA Council members McEldowney and Teter moved and seconded approving the consent agenda as presented.
City Attorney Bob Gehler read the title of Ordinance 1738: AN ORDINANCE AMENDING THE 2008 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO, BY APPROPRIATING A PORTION OF THE UNENCUMBERED FUND BALANCE OF THE GENERAL FUND IN THE AMOUNT OF $30,000 TO BE USED FOR AN AGREED UPON PROCEDURES AUDIT OF PROCUREMENT CARD PURCHASES AND TRAVEL EXPENSES AND AUTHORIZING THE EXPENDITURE THEREOF
City Attorney Bob Gehler read the title of Ordinance 1739: AN ORDINANCE AMENDING THE 2008 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE COLORADO DEPARTMENT OF EMERGENCY MANAGEMENT GRANT IN AN AMOUNT UP TO $43,760 FOR THE SUPPORT OF THE EMERGENCY MANAGEMENT DIVISION AND AUTHORIZATION OF THE EXPENDITURE THEREOF

Council members Benson and McEldowney moved and seconded introduction of Ordinance 1741 by Council as seated and approval of the ordinance on first reading. City Attorney Bob Gehler read the title of Ordinance 1741: AN ORDINANCE AMENDING THE 2008 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE TONY GRAMPSAS YOUTH AWARD GRANT PROGRAM BY THE COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT IN THE AMOUNT OF $27,471 FOR THE SUPPORT OF TEEN PROGRAMS THROUGH THE RECREATION CENTER AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF.

REPORTS
Councilman Johnson announced an outing for the Housing Authority. Council members Teter and Snyder reported on attending a Liquor Authority Training Session Councilman Benson reported his attendance at an E-470 meeting. Councilwoman Drotar gave an update on a piece of pipe located on the perimeter of Basin F at the Arsenal. Mayor Natale reported on the various meetings he attended over the last week. ADJOURNMENT:
