MINUTES STUDY SESSION OF COMMERCE CITY CITY COUNCIL July 28, 2008 CALL TO ORDER
A study session of the City Council of the City of Commerce City was called to order by Mayor Natale on July 28, 2008, at 6:30 p.m. Present: Mayor Natale, presiding Mayor Pro-Tem Jaquith Councilman Benson Councilwoman Drotar Councilman McEldowney Councilman Lewis Councilwoman Teter Councilman Johnson

REPORTS Concern was raised regarding the low flying planes coming from DIA. It has been identified as a result of runway construction that should be complete by the end of July. Mayor Natale would like Charlene Meeker to give Council a five-minute update on the Derby project. City Manager Jerry Flannery introduced Tim Carroll, the Marketing and Public Relations Manager. Deputy City Manager Tom Acre reviewed the Quebec Parkway landscape improvement designs. City Attorney Robert Gehler informed Council that a resolution authorizing eminent domain to install a storm water system will be presented at the next regular Council meeting. The calendar was read and the audience introduced themselves. CURRENT AGENDA ITEMS
I-70 East Corridor Study Update CDOT Representative Jim Bemelen gave an update on the draft environmental impact statement for I-70 East. The two alignments being proposed are keeping I-70 where it is and moving I-70 to align with Hwy 270. The Federal Highway Administration will review the draft EIS before it is released to the pubic for comment. The EIS is estimated to be released in October 2008 with a preferred alternative being selected in spring 2009. Council expressed concern with the re-alignment cutting through Commerce City. Refuse Collection Program Discussion Director of Public Works Gregg Clements and Street & Traffic Operations Manager Sam Hoover reviewed the five issues relating to the refuse collection program; program cost and billing for service, single-stream curbside recycling, “pay as you throw”, service to more than two attached units, competitive bids. The three options being considered are to continue service at the same level, add curbside recycling, or a “pay as you throw” program with the City paying a portion of the program fee and curbside recycling. Scooter Ordinance Discussion Police Chief Phil Baca reviewed the current scooter ordinance. Staff will work on drafting a new ordinance allowing certain motorized vehicles with restrictions. City Manager Jerry Flannery will coordinate hiring an attorney to draft the City Attorney’s contract. ADJOURNMENT
