MINUTES STUDY SESSION OF COMMERCE CITY CITY COUNCIL March 24, 2008 CALL TO ORDER A study session of the City Council of the City of Commerce City was called to order by Mayor Natale on March 24, 2008, at 6:30 p.m. Present: Mayor Natale, presiding Mayor Pro-Tem Drotar Councilman Benson Councilman McEldowney Councilman Jaquith Councilman Johnson Councilman Lewis Councilwoman Snyder Councilwoman Teter Staff Reporting: City Manager Jerry Flannery City Attorney Robert Gehler Deputy City Manager Tom Acre City Planner Brian Garner City Planner Jessica Osborne IT Director John Howard Parks and Rec Director Carolyn Keith REPORTS Concerns were expressed regarding the potholes under the bridge on 60th Avenue and trash outside the recycling bins on Highway 2. Council would like staff to look at the possibility of getting a recycling drop-off spot in the northern portion of the City. Councilman McEldowney will be attending the New Frontier and Energy Summit in Denver. Council requested an update on the FasTracks project. Council member Drotar and Snyder moved and seconded to amend the agenda by removing the audience introduction discussion. Voice Vote: 7 ayes, 2 nays (Lewis and Benson) Council member Drotar moved to amend the agenda by moving the SB164 discussion to the second item on the agenda. Voice Vote: Unanimous. CURRENT AGENDA ITEMS Annexation Action Plan Update Deputy City Manager Tom Acre reported that the Business Advisory Committee will have a meeting on April 2nd. There have been 12 meetings held, 11 scheduled, and there are 11 pending meetings with the businesses in the northern enclave. Tax collection has been lacking in the northern enclave area and some outreach will begin to help resolve the issue. Channel 4 ran a story regarding the annexations. Audience Introduction Discussion presented by City Manager’s Office – canceled. Club 54 CUP Review City Planner Brian Garner reviewed CU76-07 and the conditions required by the permit in May, 2007. There were 12 conditions placed on this conditional use permit and three of them have not been met; the landscape plan, application for rezoning, and parking lot landscape. Maria and Alex Chavez were present and explained that there have been some issues with purchasing the property resulting in the delay in meeting the conditions set. Council requested this issue be sent to the Planning Commission for review.
CRM Update IT Director John Howard gave an update on the Citizen/Customer Relationship Management program that will be implemented. Pioneer Park Naming Recommendations Director of Parks and Recreation Carolyn Keith reviewed the options for naming the new baseball field at Pioneer Park. Staff recommended waiting until the new Adams City High School baseball field is named before naming the field at Pioneer Park. Derby Project Appropriation Update City Planner Jessica Osborne gave an update on the Derby project. There will be a celebration on April 19th showcasing the Joe Reilly Park renovations.
SB 164 Discussion Sandra Solin, Capital Solutions reviewed Senate Bill 164. Council requested additional background information be provided to them.
