MINUTES STUDY SESSION OF COMMERCE CITY CITY COUNCIL February 11, 2008 CALL TO ORDER A study session of the City Council of the City of Commerce City was called to order by Mayor Natale on February 11, 2008, at 6:30 p.m. Present: Mayor Natale, presiding Mayor Pro-Tem Drotar Councilman Benson Councilman McEldowney Councilman Jaquith Councilman Johnson Councilman Lewis Councilwoman Snyder Councilwoman Teter Staff Reporting: City Manager Jerry Flannery City Attorney Robert Gehler Deputy City Manager Tom Acre Executive Administrative Supervisor Leigh Ann Noell IT Director John Howard Council took a moment of silence to reflect on the senseless tragedy in Kirkwood, Missouri. Mayor Natale read a statement issued by the President of the National League of Cities. The public will be asked to leave the building within 15 minutes after the meetings. REPORTS Concern was expressed regarding the City’s grant program and it will be added to a study session for further discussion. A post office box has been placed in the northern portion of the City and plans for a post office have begun. Deputy City Manager Tom Acre introduced Brian McBroom, the new Community Planning and Development Director. The Deputy City Manager candidates will be interviewed on Friday, February 15, 2008. CURRENT AGENDA ITEMS 2008 Legislative Program Discussion Sandra Solin with Capitol Solutions reviewed the proposed federal issues for the NLC Conference in Washington D.C. Parade Policy Update IT Director John Howard and Executive Administration Supervisor Leigh Ann Noell reviewed the proposed changes to the parade policy. Annexation Action Plan Update Deputy City Manager Tom Acre addressed recent rumors and gave an update on the Northern Enclave annexations. Annexation Zoning Discussion City Attorney Robert Gehler reviewed the process for enclave annexation zoning. The Council will be treating the zoning hearing as a quasi-judicial proceeding.
