MINUTES STUDY SESSION OF COMMERCE CITY CITY COUNCIL January 14, 2008 CALL TO ORDER A study session of the City Council of the City of Commerce City was called to order by Mayor Natale on January 14, 2008, at 6:30 p.m. Present: Mayor Natale, presiding Mayor Pro-Tem Drotar Councilman Benson Councilman McEldowney Councilman Jaquith Councilman Johnson Councilman Lewis Councilwoman Snyder Councilwoman Teter Staff Reporting: City Manager Jerry Flannery Deputy City Manager Tom Acre Assistant City Attorney Tom Merrigan Customer Service Coordinator Toby Maez INTRODUCTION The audience and staff introduced themselves. REPORTS Permission was granted for Mayor Natale and Council members Benson, Snyder, and McEldowney to attend the CML legislative workshop on February 27th. There will be a Ward II meeting at Second Creek Elementary on January 22, 2008. Mayor Natale was elected to the Board of Directors for Metro Mayors and was also appointed to the Board of Directors for the Adams County Economic Development Board. Mayor ProTem Drotar will replace Mayor Natale at the Metro Denver Chamber of Commerce Board. City Manager Flannery requested that federal legislation issues be forwarded to the City Manager’s Office to allow preparation of the agenda items for the NLC Conference. CALENDAR Mayor Natale read the Council’s calendar of events. CURRENT AGENDA ITEMS Graffiti presentation Customer Service Coordinator Toby Maez, Kristi Douglas, and Guillermo Serna, members of a community group tasked with addressing the issue of graffiti at Pioneer Park, presented an update on the Pioneer Park graffiti issues. The group will continue to raise community awareness about the graffiti and put together a strategic plan to help combat the issue. Cultural Council Presentation - Postponed Ordinance 1712 Brighton School District 27J Elementary School #10 grading & ball field upgrades Assistant City Attorney Tom Merrigan reviewed Ordinance 1712 amending the 2008 budget of the City of Commerce City, Colorado, by appropriating $200,000 from the impact fee fund to the Parks and Recreation capital fund to be used for grading and ball field upgrades at Elementary School #10 in the Turnberry and Potomac Farms Subdivisions and authorizing the expenditure thereof. Criteria for metal detector discussion City Manager Jerry Flannery reviewed the history and reasoning for the use of metal detectors at City Council meetings. Mayor Natale instructed staff to check with the chairman of each board to see if they feel it necessary to use the metal detector. Employees and Council are not required to go through metal detectors and the audience is required to go through the metal detector each time they enter the Council Chambers. Adams County School District 14 update and discussion of use tax – This discussion has been postponed until after a meeting is held with Adams County School District 14. Informational presentation regarding property issues Deputy City Manager Tom Acre reviewed the code enforcement issues regarding 7110 Ivy Street.
