MINUTES STUDY SESSION OF COMMERCE CITY CITY COUNCIL December 10, 2007 CALL TO ORDER A study session of the City Council of the City of Commerce City was called to order by Mayor Natale on December 10, 2007, at 6:30 p.m. Present: Mayor Natale, presiding Mayor Pro-Tem Drotar Councilman Benson Councilman McEldowney Councilman Jaquith Councilman Johnson Councilman Lewis Councilwoman Snyder Councilwoman Teter Staff Reporting: Housing Coordinator Peter Crane City Attorney Robert Gehler City Manager Jerry Flannery Deputy City Manager Tom Acre Acting Finance Director Carol Enninga Human Resource Director Heather Olson Parks Planner Traci Ferguson Acting Patrol Division Commander Dennis Moon INTRODUCTION The audience and staff introduced themselves. REPORTS City Council thanked staff and the community for doing a great job at the Civic Center lighting ceremony and the Derby Festival. City Manager Jerry Flannery announced that staff has met with the baseball organization and a proposal will be brought to Council at the end of January. Economic Development Director Stephanie Salazar and staff were commended for Leadership Denver being successful. It was recommended that Leadership Denver materials be available to the citizens. It was announced that Philip Baca was chosen to fill the police chief vacancy and Acting Chief of Police Chick Baker was commended for his leadership over the last 14 months. Mayor Natale thanked staff and Council for allowing him to apply for a seat on the CML board. CALENDAR Mayor Natale read the Council’s calendar of events. CURRENT AGENDA ITEMS DECA Presentation Adams City High School Marketing Teacher Dennis Mercer gave a presentation on the DECA project, a Commerce City monopoly game featuring local businesses. The DECA students asked that the City provide them with a list of businesses to be displayed on the game and with help designing the cover. DRCOG Senior Housing Discussion Joe Hanke of DRCOG gave an overview of the current demographic trends and the opportunities to plan for an aging society. The Metro Vision 2035 plan study was discussed. Natural Resources Damage Assessment Plan Presentation Nate Strout, Colorado Department of Law introduced Vicki Peters, Warren Smith and Jeff Etson. Jamie Holmes, Senior Scientist for Stratus Consulting, Inc., reviewed the Natural Resource Management Damage Assessment for the Rocky Mountain Arsenal. The State has requested help identifying restoration projects in Commerce City. Concern was expressed regarding representation of the arsenal clean. Council requested an update on the City’s involvement in this process. 2008 Animal Shelter Contract and Compliance Plan Review Acting Patrol Division Commander Dennis Moon gave an overview on the 2008 animal shelter contract and the compliance plan. The contract was awarded to the Mile Hi Humane Society. Wildlife Management Plan Presentation Parks Planner Traci Ferguson gave an overview of the Wildlife Management Plan. Concerns were expressed with the methods used to control the geese. Resolution 2007-63 amendment to the City’s fee schedule Acting Finance Director Carol Enninga gave an outline of the updated fee schedule. Resolution 2007-67 amendment to the City’s 457 deferred compensation plan Human Resources Director Heather Olson gave a brief history on the City’s 457 deferred compensation plan. Resolution 2007-67 proposes to allow participants to take loans from their plan. Council requested staff be educated as to the aspects of a loan.
