Capital improvement projects are defined as “non-recurring major projects.” In general, these projects include building improvements costing $100,000 or more or any public infrastructure improvements costing $10,000 or more.

72nd Avenue & Kearney Street Realignment
Description: With this project Kearney Street will be realigned at East 73rd Avenue and connected with Ivy Street, and a new signalized intersection will be constructed at Ivy Street and East 72nd Avenue.
Purpose: The existing intersection of 72nd Avenue and Kearney Street is challenged because of high traffic volumes, and the proximity of the railroad tracks, signals and crossing arms. The relocation of Kearney Street to the Ivy Street alignment will improve the overall traffic safety of the intersection.
Timeline: Construction is scheduled to begin in February, and will be completed in the summer.
Cost: $1,175,000
96th Avenue & Highway 2 Intersection Improvements
Description: This project will widen 96th Avenue from the O’Brian Canal to Eagle Creek Parkway, widen and reconstruct the railroad crossing gates, and reconstruct and upgrade the traffic signal at Highway 2. This project is proposed to be constructed over a two year period. Two years ago, an interim phase was constructed that added a left turn lane on 96th Avenue for westbound traffic. This interim phase has greatly improved the flow of traffic for westbound 96th Avenue.
Purpose: To improve the safety of the intersection and the at-grade railroad crossing.
Timeline: Land acquisition is scheduled to be completed by July, and utility relocations are scheduled to begin in February. Construction is proposed to begin in the fall.
Cost: $5,622,100
88th Avenue & Highway 2 Intersection Improvements
Description: This project will realign 88th Avenue to the south to better intersect with Highway 2.
Purpose: To improve the safety of the intersection.
Timeline: Construction is scheduled to begin in the summer.

Quebec and Highway 2 Intersection Improvements
Description: As a result of the Quebec Street improvements, this intersection will be realigned at Highway 2 to intersect with Rosemary Street at 80th Avenue. This project will improve Rosemary Street, 80th Avenue, Quebec Street, and construct a new roadway (81st Place).
Purpose: To accommodate the intersection improvements provided with the Quebec Street project, and to improve the flow of traffic.
Timeline: Construction will be completed in the summer.
Cost: $7,328,000
Highway 2 & 74th Avenue Drainage
Description: This project will add a storm sewer system to the pump station on the west side of Highway 2 at 74th Avenue. This system will tie into the system that the county is installing on the west side of the railroad tracks. Upon completion of the project, the pump station will be removed.
Purpose: To complete the drainage system from the west side of the railroad tracks. This project would also serve as a long-term solution to on-going maintenance of the pond and pump station.
Timeline: Construction is proposed to begin in the fall.
Cost: $205,000
Quiet Zones
Description: This project will begin the process of establishing “Quiet Zones” along the Union Pacific and Burlington Northern Santa Fe rail lines within the City.
Purpose: To reduce the impact of train horns on Commerce City residents.
Timeline: The report is scheduled to be completed by June.
Cost: $105,000
Fairfax Park Improvements
Description: This project will design for improved drainage facilities within the park, replacement and upgrade of the irrigation system, and other site improvements.
Purpose: The primary purpose of the project is to improvement the drainage into and out of the park. Associated with these improvements are the improvements to the irrigation system that are necessary to replace the existing outdated system.
Timeline: Design will be completed in 2006.
Cost: $100,000
Median at 112th Avenue and Oakland Street
Description: This project will shorten the median on Oakland Street at 112th Avenue.
Purpose: The existing median at 112th and Oakland Street, protrudes too far into the intersection, is being run over by trucks, and pedestrians have to walk around it to proceed to the handicap ramps. This project shortens the median to allow for a larger turning radius for trucks and also allows for the installation of a crosswalk for pedestrians.
Timeline: This project will be completed in the summer.

Railroad Crossing Replacement Program
Description: This program will purchase concrete railroad crossing material for railroad crossings that are in need of repair or replacement.
Purpose: According to the new Public Utilities Commission rules, adopted in April 2006, for any railroad crossing that needs replacement, the roadway authority is required to purchase the crossing materials, and the railroad company is to install the crossing. Funding of this program is to allow for the funding to be available when needed, so that an emergency request for funding is not required. In order to ensure vehicular safety at a railroad crossing, and the immediate needs of these repairs, funding needs to be readily available to ensure prompt replacement of the crossing.
Timeline: On-going as needed.
Cost: $75,000
Shamrock Foods Intersection Improvements
Description: This project will combine improvements to the intersection of East 52nd Avenue and Ivy Street with roadway widening and construction of curb, gutter and sidewalk along the Shamrock Foods property. The intersection will continue to operate as it currently does, with the through movement being the eastbound E. 52nd Avenue to southbound Ivy Street. A larger radius will be constructed and westbound E. 52nd Avenue will be re-aligned at a better angle.
Purpose: This intersection has significant truck traffic from both Shamrock Foods and UPS. Re-aligning the intersection will improve safety and visibility for all vehicles using the intersection.
Timeline: Construction is scheduled to begin in the summer, and be completed next year.
Cost: $150,000
Annex Building Demolition
Description: This project will demolished the existing building located on the southeast corner of East 72nd Avenue and Quebec Street.
Purpose: With the construction of Quebec Parkway, and the proposed Adams County School District 14 high school on this site, the building needs to be removed.
Timeline: Demolition has been completed.
Cost: $9,500
