City Incentives
Commerce City offers incentives for the purpose of encouraging home improvement and capital investment in the community, creating new jobs and attracting new businesses to continue the City’s growth as an economically sound, quality community.
Business Incentives
Existing and Prospective Businesses in Commerce City’s five target industries, located or planning to locate within the City, are eligible to apply for incentives. Applications from existing businesses that are not classified as a target industry will be considered on a case-by-case basis.
Commerce City’s five target industries are:
- Advanced Manufacturing
- Business and Professional Services
- Denver International Airport (DIA) Technology
- Logistics and Distribution
- Retail/Hospitality/Leisure
Incentives Available for Existing & Prospective Businesses:
- A 10% rebate of the City sales and use tax for capital improvements
- A 50% rebate of City building permit and plan check fees associated with the specific capital improvement.
- An additional 10% rebate of Commerce City sales and use tax and City fees associated with the capital improvement for use of Commerce City vendors/contractors
- A $500 tax rebate per new job created earning above the Adams County average wage of $42,173; OR
- A $1,000 tax rebate per new job created earning above the Adams County average wage that is filled by a Commerce City resident
Additional Business Incentives:
New Sit-Down Restaurants:
- A 50% rebate of the City sales tax received from the business for the first and second years that the business is in operation
Green Businesses & Green Building Practices:
For Existing or Prospective Businesses considered part of the Renewable Energy industry
- An additional $100 tax rebate per job created earning above the Adams County average wage
For Existing or Prospective Businesses that are building “Green” or making a significant capital investment in energy efficient equipment
- An additional 15% rebate of the sales and use tax remitted to the City for the capital improvement
- An additional 10% rebate of City building permit and plan check fees associated with the capital improvement
Strategic Incentives
These incentives may be offered to Existing or Prospective Businesses considering a project that is consistent with the City's Economic Development Strategic Plan and meets the following minimum requirements:
- Creates more than 50 permanent jobs; OR
- Invests more than $5,000,000 in capital improvements
Such project may be eligible for:
- Accelerated development review; and
- 50% or more in sales/use tax rebates

City Business Incentives may be matched by
Adams County incentives and Enterprise Zone Tax Credits may be available. Additional incentives may also be available through the
State of Colorado.
Personal Property Tax
Commerce City does not have personal property tax. This may result in considerable savings to the company over time.
Head Tax
Commerce City has no head tax. This could mean considerable savings on payroll taxes for companies that locate in Commerce City.
Home Improvement Incentives
Home owners are encouraged to make improvements to their property that improve the appearance of the property and increase the value of the home. Projects for home improvements, modifications or remodeling of all residential property types that require a building permit are eligible to apply for incentives:
- A 50% rebate of City building permit and plan check fees associated with the home improvement
- An additional 10% rebate of City building permit and plan check fees associated with the home improvement for use of Commerce City vendors/contractors
